When Ireland’s national police service required comprehensive electrical infrastructure upgrades at their central National Headquarters in Phoenix Park, Colm Construction was selected to deliver the high-security contract.
Project Challenge & Security Protocols
The facility houses 24/7 command and control operations, sensitive national intelligence databases, and senior executive offices. The project demanded:
- Zero Allowable Downtime: All switchboard replacements and sub-mains cutovers had to occur without interrupting mission-critical police communication networks.
- Vetting & Site Security: 100% of Colm Construction's on-site master electricians underwent stringent background checks and maintained strict compartmentalized access.
- Historic & Modern Integration: Routing heavy containment through protected heritage fabric while meeting modern I.S. 10101:2020 fire-stopping standards.
Scope of Engineering Works
- Sub-Distribution Switchgear: Installation of new Form 4 compartmentalized sub-distribution boards with motorized interlocks.
- Generator Changeover Panels: Dual-feed automatic transfer switch (ATS) integration with on-site diesel backup generators.
- Emergency Lighting (I.S. 3217): Addressable escape route lighting with central reporting head-end.
- Heavy Containment: Galvanized steel cable tray, basket, and fire-rated trunking throughout service corridors.
- Testing & Sign-Off: Full Safe Electric Certificate Number 3 completion and detailed O&M manuals.
